It is common to speak of the fog of war, of the confusions that results when ingnorant armies clash by night. But the current negotiations toward peace in Indochina are cloaked in just as much of a fog as any dubious battle. Nor is this wholly, or even chiefly due to sillence in Washington. Rathers, it is the voices that can be heard from Hanoi, Peking, Saigon and Paris that creates so much rumor and speculation-and even more the real complexities those voices represent. P1
