MOSCOW, August 8, the soviet communist party newspaper Pravda today in effect called in the Lon Nol government in Cambodia to step aside in favor of the insurgent forces. The article said that only "United States military circles" were proping up the Phnom Penh government, which was "no longer capable of solving either economic, social or political problems". Military defeats and chaos characterized "the ruling hierarchy", Pravda added.
