Extreme pessimism about the future of the U.S backed Phnom Penh regime was expressed in a staff report of the house foreign affairs made public this month. Based on a visit to Indochina during the second half of April and the first week in May, the report's observations about Cambodia are especially significant since they clearly reflect U.S official thinking at many point. For example, the report stated that the U.S aim in Cambodia was to promote a "Lao-type" peace settlement, a policy which president Gerad Ford advocated in his August 11 address to congress. The report however , noted that this position did not appear to reflect the realities of the Cambodian situation.
