Initial reports had indicated that Hanoi would string out the releases, freeing batches of PWs over the time frame required to empty Southe Vietnam of its 25,000 American military personnel. The U.S withdrawal blueprint calls for pulling out all but a handful of its troops within 45 days after a ceasefire takes effect here.
