Apparently not. This phrasing "certainly doesn't affect economis assistance." Also you must look at Article Vii of the Geneva 1954 Cambodia agreement (which I still haven't located but which Richard says specifically gives Cambodia the right to import military items for its self-defense), which is reaffirment by Article 20 (a) of the current agreement.
