Phnom Penh (NYT). Events in Cambodia have become misshapen in the image of the madness of this war-as when, at an evening reception, the armed forces commander, Lt. Gen. Sosthene Fernandez, was asked by an acquaintance what he planned to do if the US congress went ahead with its plans to cut aid to Cambodia sharply. The general smiled impishly, strode to the other end of the room, threw his arms into the air in the posture of surrender and declared in French: "I'll do this".
