Summary / Abstract :

In my capacity as legal head of state of Cambodia a supreme position unimously granted me by the Khmer people, I irrevocably dissolve the Lon Nol government and the two chambers of paliament who have broken their constitutional oaths and violated the constitution of the kingdom. I call and all my fellow-countryment and all the foreign nationals in Cambodia not to recognize and carry out the dicrees (Prakas, Kret), laws (Kram), order massages, circulars, judgements, all kinds of decision, and verdicts which the Lon Nol-Sirik Matak-Cheng Heng group and their accomplices or servants have issued or are going to issue.
