Foreign aid is a seemingly bland phrase. For many people it conjures up a vaguely humanitarian and attruistic impulse. The United States, it is felt, gives or lends various things to less portunate countries to help them toward economic growth and democracy. Criticism of foreign aid has usually been limited to the argument, "don't give away or waste so much on ungrateful countries overseas when there are so many problems at home."
