Phnom Penh, April 8-Phnom Penh has become a sullen city. The insurgents are on the offensive and all the roads leading to the capital are cut. The governement first announced a state of siege and then, last week, a state of danger-the difference being that the government is allowed to shoot people during a state of danger.
