New Orleans, Aug. 20(NYT). President Nixon, speaking to a friendly audience of war veterans defended today his ordering of the secret bombing of Cambodia in 1969, saying it was "absilutely neccessary" to save American lives and move the war in southeast Asia to the negotiating table.
