Phnom Penh, Cambodia, April 13 (Reuters)-The people of Phnom Penh sang and danced in the streets today, shrugging off the steady build up of communist forces around the capital, to celebrate the Cambodian New Year. Despite the city's dwindling supplies of food, oil and other goods, an atmosphere of almost feverish gaiety prevailed.
