Phnom Penh, January 17 (NYT). This capital began to field the effects of the 2 1/2-week-old insurgent offensive today as the Lon Nol government instituted a "policy of austerity" to conserve Phnom Penh's essentail supplies. In a fuel-saving step, the city's power system reduced it prodution drastically and large segment of Phnom Penh perhapes half of city's more than 2 million inhabitants were without power today. Announcing the "massive cutoff" of power, the government appealed to its people for thier "usual spirit of understanding and indulgence... in these hard circumstances.
