Aranyaprathet: Cambodian refugees are now arriving in Thailand at the rate of about 30 a week. The accounts they bring suggest that the Khmer Rouge is still finding it hard to govern the country except by coercion. They even suggest that terror is being employed as a principle of government. According to the Thai government, there are row about 9,000 Cambodia refugees in Thailand. Earlier estimtes were to about 18,000, and there officially 50,000 Laotian refugees.
