Summary / Abstract :
The Khmer Rouge rulers of Cambodia are expected to constitution their power quickly under the new constitution announced yesterday, diplomatic sources said in Bangkok today, but the role of Prince Norodom Sihanouk is uncertain. Under the constitution supreme power in what will be call "Democratic Cambodia" goes nominally to the country's seven million people. According to the constitution, the presidium will have a president and two vice-presidents. The predential post could well be filled by Prince Norodom Sihanouk but there remains a chance that the Khmer Rouge, headed by Mr. Khieu Samphan and Mr. Ieng Sary, the deputy prime minister, will take this and opportunity to deprive the prince of any constitutional role.
