With a brutality which many now be lessening but is still the most striking feature of their rule, the Khmer Rouge have in the last nine months laid the foundations for a strong economy, a secure communist government, and perhaps, for real independence from their one-time Vietnamese allies. The meagerness of the evidence permits no certain calculation of the price in human suffering, but it has been very large. If you look at the considerable achievment you can say, as said a reluctantly respectful western diplomat, "The Khmer Rouge have solved their basic problem... Cambodia is coming back to the planet."
