The general accounting office says the State Department should improve its warning procedure for U.S. shipping to avert incidents such as the seizure by Cambodians of the U.S. merchant ship Mayaguez. U.S. merchant ships were not warned for nearly 19 hours that the Mayaguez had been captured by Cambodian gunboats, the GSO says in a report detailing bureaucratic delay.
