|
Cambodia appears to be consolidating its central government more rapidly than seemed possible a few months ago. For the first time, some of this new sense of order is believed to be filtering out of Phnom Penh to the rural reaches of the country. Refugee workers arriving here tell increasingly of loudspeakers broadcasting the thrice-daily bulletins of Phnom Penh radio in the most remote hamlets.
