Summary / Abstract :
The United States made extensive diplomatic efforts to reach a "Controlled Solution" to the war in Cambodia before the fall of Phnom Penh a little over a year ago. Ambassador John Gunther Dean told a House Subcommittee yesterday. The efforts began about september, 1976, and included proposing a Genevatype international conference on Cambodia, contacts with leading world powers to arrange settlement, maneuvers to enlist neutral countries and direct exploration with Khmer Rouge (Cambodian Communist) leader in Peking, according to Dean.
