With Cambodia almost totally sealed off from the outside world, France is one of the few countries where the opinions of Phnom Penh's communist rulers and the refugees who fled last year's take over can be heard. In addition to an estimated 17,000 Cambodian exiles, many of whom live in the bland dormitory suburb of Thoigny, Paris contains one of rare diplomatic missions abroad representing the shadowy Khmer Rouge leadership.
