Hanoi-The Vietnam will know more precisely what shap their future will take when the Laodong, the (communist) workers' party congress, takes place later this month or, at the very latest, in early autumn. Although Hanoi lays as much store by the reunification of the two braches of the Laodong as the country, it does not mean, as is often thought, that Hanoi party officials will have undivided authority over the whole of Vietnam.
