Vietnam, accused by Cambodia of invading to steal rice, will suffer a severe shortage of grain in 1978 due to unusual cold and drought, Thailand's broad of trade reported Monday. Noting a cold spell in the north, drought in the south, damage due to disease and insects, and a late second planting in the south, the report said it was impossible for Vietnam to have produced enough rice to be self-sufficient.
