[In 1978], the armed forces specializing in economic work will be organized into three categories: those taking part in water conservancy work and land clearing and land preparation, laying the grounwork for the state to send people to build new economic areas, and those responsible for building a number of major irrigation project, those engage in building army managed state farms into a number of comprehensive agro-industrial economic areas along the line of large-scalesocialist production, and those managing a number of forestry areas.
