After 18 months selt-imposed isolation during which it has spurned almost all economic relations with the non-communist world, Cambodia is slowly emerging from its cocoon. In recent weeks the country's new rulers have taken cautious steps toward opening trade relations with the non-communist world. Like the Khmer Rouge leaders first essay in world diplomacy, their initial moves are under the auspices of China, Phnom Penh's closed ally. However. it may not be long refere. Cambodia goes it alone.
