At the 14th session here today [Hanoi, 14th July] of the Vietnam-China talks the Chinese representative made a lengthy speech lasting more than an hour in which he repeated the old theme that "overseas China in Vietnam are persecuted" and that "Chinese ships are sent to Vietnam to pick up Victimized Chinese only".
