The spectacle of the Khmer Rouge simultaneously attacking at Thailand, Laos, and Vietnam has only added to the reputation for paranoid irrationality which Cambodia had already acquired. Why should Cambodian troops brutally wipe out the population of Thai border villages, at a time when Bangkok is trying hard to be friendly to Phnom Penh, or hurl themselves against the vastly superior arms of their erstwhile ally, Vietnam?
