Taing Veng Sy aka Chhin, 26, born in Sala Lekh 5, Peany sub-district, Kampong Tralach district, region 31. In 1972, Chhin joined the CIA through the introduction of Hong who assigned Chhin to build up more CIA forces, to destroy the Angkar's policy by allowing Chinese immigrants to provoke problem with the village and sub-district cadres. Chhin and his networks conspired to practice CIA's plan very often, but the result was not success because some networks were arrested by the Angkar. In 1978, Chhin's networks prepared plan to kill some cadres in division, especially brother Mut and Saroeun,while they announced the situation of celebration day. On April 14, 1978 the Angkar transferred Chhin, Phal, Huong and Tong to work in messenger office at Phnom Penh. Only 5 days after they had worked in that office, the Angkar arrested them. In the confession of Chhin, there was a name list of 56 traitorous networks.
តាំង វេងស៊ឺ ហៅ ឈិន អាយុ ២៦ឆ្នាំ កើតនៅសាលាលេខ៥ ឃុំពានី ស្រុកកំពង់ត្រឡាចក្រោម តំបន់ ៣១។ ឈិន ចូលសេអ៊ីអា នៅឆ្នាំ១៩៧២ ដែលមានតា ហុង ជាអ្នកទទួលស្គាល់។ តាហុង បាន ដាក់ផែនការអោយ ឈិន អនុវត្ដ គឺខិតខំប្រមូលកម្លាំង សេអ៊ីអា អោយបានច្រើន បំផុសទំនាស់បំផ្លាញនយោបាយអង្គការដោយ អោយអណិកជនចិន ទំនាស់ជាមួយកម្មាភិបាលមូលដ្ឋាន ភូមិ, ឃុំ។ ឈិន បានអនុវត្ដផែនការសេអ៊ីអាជាបន្ដបន្ទាប់ជាមួយបក្សពួក ហើយក៍បានទទួលបរាជ័យជាបន្ដបន្ទាប់ដែរ ដោយបក្សពួកមួយចំនួន ត្រូវអង្គការចាប់ខ្លួន។ នៅឆ្នាំ១៩៧៨បក្សពួក ឈិន បានត្រៀម រៀបចំផែនការសម្លាប់កម្មាភិបានក្នុងកងពលមួយចំនួនពិសេសសម្លាប់ បងមុត, សារឿន នៅពេលអ្នកទាំងពីរឡើង ប្រកាសសភាពការណ៍ ថ្ងៃបុណ្យ។ ប៉ុន្ដែផែនការនេះមិនទាន់បានអនុវត្ដផង នៅថ្ងៃទី១៤-៤-១៩៧៨ អង្គការបានដក ឈិន, ផល់, ហួង, តុង, មកនៅកន្លែង និរសាក្រុងភ្នំពេញបាន ៥ ថ្ងៃអង្គការក៍ចាប់ខ្លួនតែម្ដង។ នៅក្នុងចម្លើយសារភាពមានភ្ជាប់នូវបញ្ជីរាយឈ្មោះបក្សពួករបស់ ឈិន ចំនួន ៥៦នាក់។
