Prefact: The large-scale and systematic attacks of invasion having the characteristic of a non-declared war perpetrated by the army of the Socialist Republic of Vietnam against Democratic Kampuchea from September 1977 up to now are concrete and pre-established acts of aggression issued from the long-standing strategic goal and policy of the Communist Party of Vietnam and the government of the Socialist Republic of Vietnam aiming at forcing Kampuchea to join the "Indochina Federation" with Vietnam as cheiftain, and later on, to annex Kampuchea and eliminate the Kampuchea's race in a definite period of time.
