Making an attempt justify the draconian measure which forced more than one and a haft million Cambodians to evacuation their homes in Phnom Penh three year ago, Mr. Ieng Sary, the Cambodian Deputy Prime Minister, said in Tokyo today that the steps were necessary because 85 percent of rural workers had been debilitated by malaria at the time.
