Summary / Abstract :
|
Before they took Saigon in 1975, the communists promised that except for people guity of "War Crimes", there would be no retribution against South Vietnames who had opposed communist rule. Since then, communist leaders have admitted ordering former officials of the defeated Thieu regime to "re-education" camps--but they maintain that after a brief period of "solf-criticism", detainees are returned to everyday life.
