When Thai Foreign Minister Upadit Pachariyangkun returned from a ground-breaking trip to Phnom Penh in February, he visibly bubbled with excitement. His country's prickly border problems with Cambodia would soon be over, he declared, and the neighbours would be trading again in no time.
