According to diplomats in Bangkok, another purge is under way in the blood-stained land of Cambodia-or at least in the northwestern region bordering Thailand. From refugee accounts and other intelligence, word has been put about that for the third time since the Khmer Rouge took power in 1975, a major snakeup has occurred among cadre stationed in the frontier provinces of Battambang and Oddar Meanchay.
