The DC-8 Cargolux jets landed at Phnom Penh's Pochentong Airport last week, after long fights from their home base in Luxembourg. The unloaded tons of rice, milk and medicine for 2 million starving Cambodians, and more food and supplies were promised soon. But at times the question of who controlled-and who would benefit seemed to overshadow the deliveries to the hungry people of Cambodia.
