Peking, September 19--Reserving his earlier position, Prince Norodom Sihanouk, Cambodia's Former chief of state, announced today that he has canceled his participation in a Cambodian National Front congress scheduled for Brussels at the end of October. He also said that he would make no trips abroad this year and next except to China and North Korea.
