Kampuchean Samdech Norodom Sihanouk in his statement here today condemned Vietnam and the Vietnam-backed puppet regime in Phnom Penh for plotting an election scheme. The statement said "The 'Government' of Heng Samrin-Pen Sovan-Hun Sen in Phnom Penh, puppet of the Soviet imperialists and Vietnamese colonialists, has tried despicably to deceive international public opinion and the organization of the UN by announcing that the "Government" will, within a few months, permit the Kampuchean people to hold a general election to elect their representatives and leading members.
