The Vietnamese may be siphoning off some of the relief supplies sent to Cambodia. According to a Western diplomat in Hanoi, several relief crates-clearly marked UNICEF aid for Cambodia-have turned up in the North Vietnames capital. The diplomat speculates that the North Vietnamese may be running their own spot checks on the aid-or, worse yet, that Vietnamese officials in Cambodia are skimming off some of the aid and sending it to Vietnam, which also is critically short of food and medicine.
