It said Laotian refugees who arried in Thailand over the past few days told Thai autorities in the town of Nong Khai, on the mekong rever across from Vietnam, that "12 Vietnamese division" had been sen to Phnom Sali in the north of Laos, 30 kilometres (20 miles) from the Chinese border.
