Mr. Jean Pierre Hocke, director of operations for the Red Cross, said yesterday on his return from a five-day visit to Kampuchea that three could be serious famine next spring if rice was not planted and food aid distributed more effectively, although there was increased cooperation from the Soviet Union in the relief effort.
