Tokyo: Japanes Prime Minister Masayoshi Ohira returned from his five-day trip to China on December 9 with an undelivered peace plan on Kampuchea. Ohira found Chinese Vice-Premier Deng Xiaoping so strongly opposed to the idea of a political solution to the Kampuchean problem at this stage that the blueprint for such a proposal, drawn up by the Gaimusho (Foreign Ministry), that the premier took with him "Stayed in his pocket," according to a Gaimusho source.
