Long before the Sino-Vietnam border problem surfaced, it was clear that relations between Peking and Hanoi were getting stealing worse. Vietnamese Government leaders, however, have always been careful to keep the quarrel private-until last month, when Diplomatic Correspondent Harish Chandola, visiting Hanoi, was given a unique glimpse of the behind-the-scence events that sourced relations over a 20-year period.
