Moreover, Kampuchea's national liberation struggle had become entangled with the Sino-Soviet struggle for dominance in the region. "At the root of the problems is Vietnam. The Chinese will not tolerate a Vietnam allied to the Soviet Union and will keep up the pressure over the long run unitl they after Vietnam's position at least to one of neutrality."
