Encooraged by the Soviet Intervention in Afghanistan, consolidation of its own position in Indochina, the disarray of its Khmer opponent and signs of softening in Asean, Hanoi has [put Asean on notice that the time has come to choose between China and Vietnam. By contiuing to side with China, Hanoi warned, Asean member would only be harming their own interests.
