The Vietnamese Army's much predicted dry-season offensive in Cambodia, which was supposed to start four months ago, has not yet really got going. Despite a flury of firefights over the past two weeks, Vietnam looks no closer to crushing guerrilla resistance in western Cambodia than it was last year. It may indeed be further away.
