Summary / Abstract :

The Government of Democratic Kampuchea is very pleased with the initiative taken by the Secretary-General of the United Nations who has decided to convene on 5 November 1979 an International Conference to work up an emergency humanitarian relief program to the people of Kampuchea who are now facing immense sufferings and a disastrous famine, and are threatened with extinction by barbarous acts of aggression and racial extermination per petrated by the occupying Vietnamese troops (P.1).
