Despite Hanoi's public stand on not discussing Kampuchea with others Vietnamese Foreign Minister Nguyen Co Thach told his Malaysian counterpart Tunku Ahmad Rithaudeen during his recent visit to Kuala Lumpur that a team consisting of Malaysian, Indonesian and Lao representatives may be allowed to observe the general elections in Kampuchea later this year or early in 1981.
