The struggle for Kampuchea is likely to spill over into Kuala Lumpur when the Asean Foreign Ministers meet there next week. The contest, of course, will be more discreet and conducted in the coded diplomatic language of allies obstensibly on the same side of the issue. But it will be real nonetheless. At stake is not just the balance of power in Indochina, but the future of broader power alignments in Southeast Asia as a whole.
