From Neil Kelly Bangkok, July 8. The decision by reflief agencies to cut off all aid across the Thai-Kampuchean border is an important victory for Vietnam, according to Foreign Diplomats in Bangkok. It will give Vietnam total control of International aid and at the same time will end supplies to the Khmer Rouge who still hold the United Nations sent as the legitimate Government of Kampuchea.
