Summary / Abstract :

Restrictinos on United States and United Nations aid to Cambodia make it difficult for the Country to move beyond the level of precarious subsistence. When its main crop is hit by floods and droughts, as it was last year, Cambodia is facing with the prospect of severe food shortages. Even if the United States is not prepare to change it. Basic aid policies, it can make a significant contribution to helping the people of Cambodia through this immediate crisis.
