Bangkok: The real target of Vietnam's attack into Thailand was probably not the defenceless shambles at Non Mark Moon where harmless Khmer peasants trafficked in rice, gold, and wristwatches. It was more likely the informal alliance between Thailand and the International relief organisations. Hanoi thinks that this merely provides sanctuary for its enemies under the cover of humanitarian aid to prevent Vietnam consolidating its control in Kampuchea.
