The Manila meeting of the Foreign Ministers of the Association of South-East Asian Nation (ASEAN) ended with many fine words and mutual pledges of support, but with no evident progress on the main issue. Vietnam's 200,000 troops are still firmly in occupation in Kampuchea, and Hanoi has rejected the Foreign Ministers' peace proposals.
