Sam Ham aka Phen, Deputy Chief of Group of Division 310, confessed that in July 1975, Soeung, soldier of Portable Radio Platoon, Office of Division 310, attended the treacherous meeting and received Ho's plans to build up forces within the revolutionary line, to burn down key logistical warehouses and to persuade soldiers and cadre to involve in anti-revolutionary activities.
